In the course of the Committee
sitting it was declared that 15 People´s Deputies propositions were directed
regarding the Bill (Reg. No4449). In the result of the discussion, 6 of them
were taken into the consideration, 3 were take for drafting and 6 rejected.
The Bill is aimed at the adjusting of the national legislation principles in accordance with the demands of the Convention on Rights and Liberties Protection ratified by the Verkhovna Rada of Ukraine in the year 1997 and clause 9 of the Constitution of Ukraine.
In particular it suggests amendments to the effective criminal and Criminal-Procedural Codes, Law "On Bodies and Services in Children and Special Establishment for Children Matters", envisaging the possibility of placing of children aged 11-18 that committed crimes or due to other circumstances must be isolated, into the juvenile reception centres after the court´s judgment.
The main discussion concerned the terms of keeping in Juvenile Reception Center that is suggested to be 72 days as the Criminal-procedural Code and the Law "On Juvenile Bodies and Services" envisage lighter terms of keeping in juvenile reception centers.
In the course of the discussion the Committee members emphasized the question what are the further actions with the children after the indicated term is finished. V. Shvets, the Chairman of the Committee suggested legislative indication that the indicated term is not to be prolonged and after its completion a child is released and give them in charge of their parents or persons that are parents to them.
